Stewart J. Ballard, Sindicatum Carbon Technology Limited

Stewart J. Ballard joined Sindicatum Carbon Technology in July 2008. Increasing market share for U.S. environmental and energy technologies in South Asia, the Middle East, Western Europe and East Asia was an important part of Mr. Ballard’s responsibilities during his 18 years of commercial diplomatic service in those regions. Building on his experience at the Asian Development Bank, Stewart developed the “P2E2” (Pollution Prevention Energy Efficiency) Initiative to increase access to finance in Hong Kong for the sponsors of energy efficiency and clean production projects throughout Asia. Mr. Ballard also has private sector work experience in intellectual property law and international banking, transportation, and trading.

While serving in the U.S. & Foreign Commercial Service (USFCS), Mr. Ballard received four Bronze Medals and a Quarterly Star award from the International Trade Administration as well as the USFCS Director General’s Award for Innovation. Mr. Ballard’s educational background includes a B.A. in Political Science (with honors) from the University of California at Berkeley, an M.A. from the Johns Hopkins University School of Advanced International Studies (SAIS) and a J.D. from Tulane University Law School. Outside the U.S., Mr. Ballard completed graduate work at the SAIS Bologna Center in Bologna, Italy, as well as graduate work (in French) on European Union law at the University of Nancy II in Nancy, France. Mr. Ballard has French, Italian and Mandarin Chinese language skills. He is a member of the District of Columbia Bar.
