Molly Gavin, Qualcomm Incorporated

Molly Gavin is director of international government affairs at QUALCOMM Incorporated. In this capacity, Ms. Gavin directs QUALCOMM’s public policy agenda and its relationship with government entities in Southeast Asia. Ms. Gavin works with Ministries of Communications and independent regulators on national frequency allocation plans, licensing and regulations for 3G, mobile broadcasting and broadband wireless access systems. Gavin also interfaces with several multilateral organizations and international governmental forums, including the International Telecommunications Union (ITU), to coordinate regional and international efforts to harmonize telecom regulations in support of the Company’s next-generation wireless technologies. Through QUALCOMM’s Wireless Reach™ initiative, Gavin strives to create digital opportunities in emerging economies.

Prior to joining QUALCOMM, Ms. Gavin worked for the Institute for Global Conflict and Cooperation, where she was responsible for preparing briefs for bilateral discussions between United States and foreign telecommunications regulators. Ms. Gavin also worked for Motorola in its iDEN international marketing department.

Ms. Gavin graduated Summa Cum Laude from the University of Notre Dame with majors in Government and Spanish and received her master’s degree in International Relations from UCSD’s Graduate School for International Relations and Pacific Studies. Ms. Gavin has also been awarded fellowships from the Kellogg Foundation, the Shoepflin Foundation and the Markle Foundation for her work in promoting entrepreneurship in developing nations.
