SUMMARY

A partner host city to the Beijing 2008 Olympics, Qingdao will be hosting the 2008 Olympic Sailing Regatta. There are total of 154 projects that are being developed for the Olympic Games. Among the 154 projects, 23 will be necessary projects, 15 are supplementary projects, and 116 are Olympic-related projects. The estimated total investment in Qingdao will be 9.1 Billion US dollars.

12 projects have been officially announced in October 2002 by the Qingdao Municipal Government following the approval by the International Olympic Committee of the conceptual design of the Qingdao Olympic area in September 2002. These 12 projects will be executed through public biddings open to international participation. To effectively manage and coordinate those projects, in November 2001, the Qingdao Construction Committee within the Qingdao Municipal Government established the Qingdao Dong Ao Construction & Development Group for the purposes of planning construction, attracting investment, and for managing Olympic-related real estate properties during the period of the preparation and execution of Olympic projects.

TWELVE OFFICIALLY ANNOUNCED PROJECTS

Project 1 - Olympic Village

Introduction

The Olympic village is closely adjacent to the Qingdao CBD (Central Business District) and Water Sports Center of the Olympic Games, with the land coverage of 4.2 hectares and a construction area of 84,000 square meters. These venues will serve as the focal area of all facilities for the 2008 Olympic Games in Qingdao. During the Olympic Games, this facility will also accommodate the athletes during their stay in Qingdao. Following the Olympic Games, it will become an international resort village.

Project 2 - International Cruise Terminal (Wharf)

Introduction
The Cruise terminal will be located in the Olympic zone (Fushan Bay) in Qingdao, which is currently a shipyard. The Terminal will be constructed according to international standards and will incorporate wharfs and docks in the shipyard. It will serve as the measurement area during the Olympic Games. Following the 2008 Olympic Games, the wharf will become a luxury cruise international terminal, which will aim to link Qingdao to Europe, America, Southeast Asia and Northeast Asia. It is expected to serve as a main tourist destination along the western coast of the Pacific Ocean. Together with the development of a five-star resort hotel, international conference center, Olympic Plaza, Olympic Village, Marine Museum and other facilities, the cruise terminal is expected to become an important development project of Qingdao CBD.

Project 3 - International Five-Star Resort Hotel

Introduction
The resort hotel will be located in the Olympic Zone of Fushan Bay. The hotel will be a component of the international cruise terminal in architectural composition; it will be linked to the international conference center via an arcade. The project will include the hotel building, parking area and other facilities. The land coverage will be 1 hectare (part of the building will be on the surface of the sea) and the construction area will reach 35,000 square meters.

Project 5 - Water Sports Center

Introduction
The Water Sports Center will occupy 2 hectares of land. During the Olympic Games, it will serve as the main administrative center for the IOC (International Olympic Committee) and the ISAF (International Sailing Federation) sailing competition. Following the Olympic Games, it is expected to become the base of the national water sports administration center.

Introduction
The yacht club consists of marina, yacht and related water sports facilities. The marina will be used as a competition venue during the 2008 Olympic Games. The gear-up effects of Olympic related water sports will bring the yacht club and related facilities huge opportunities to develop yachting and sailing activities and related business after the Games. Qingdao is working towards its desired role to serve as the center of the national water sports activities forward on yachting and sailing activities in China.

Introduction
The planned Marine Science Museum is composed of a marine life exhibition center, an aquarium, and a marine product museum, with total land coverage of 1.2 hectares. The project will adopt international advanced technologies & equipment to highlight Qingdao??s marine culture. Following its completion, the project, together with the Olympic Village, the international Luxury Cruise Terminal, the International Yacht/Sailing Club, and the greenbelts and seaside walkways, this Marine Project is targeted to become a unique scenic spot of Qingdao.

The seaside commercial tourism facilities include franchise stores, sports goods stores, restaurants, bars and amusement facilities. As a part of Qingdao??s CBD and tourism construction, the project will play an important role in improving the environment and the city image, and contribute to the 2008 Olympic Games. The area allocated for real estate development is located at the north part of Olympic area, which is closely adjacent to the Olympic Plaza, the Water Sports Center and the Aquatic Museum. 2. Procedure to Participate
2.1 Design corporations who intend to participate in the competition shall, as stated in this announcement, obtain the "Application Forms for Pre-qualification" and submit Application Letter for Pre-qualification to the Sponsor.

2.2 Design Corporations who intend to participate in the competition shall fill in all forms as required by the "Application Forms", and submit all the forms for pre-qualification to the Sponsor at the time instructions, in the manner and to the address required by this document.
2.3 The Sponsor shall shortlist about 10 design corporations who have submitted the Application Letter and Pre-qualification Forms based on their qualification and design experience from related projects and invite those short-listed corporations to participate the competition.

Beijing Development Planning Commission Public Announcement on the Pre-qualification and Call for Expression of Interest of Beijing 2008 Olympic Games Sports Venues and Related Facilities

The Beijing Development Planning Commission ("BDPC"), authorized by the People's Government of Beijing Municipality and entrusted by the People's Government of Haidian District and Shunyi District, is responsible for the Ownership Tender ("Tender") for the Beijing 2008 Olympic Games Sports Venues and Related Facilities through an Invitation-To-Bid ("ITB") process.

BDPC invites domestic and foreign legal entities that have a strong financial capability and broad experience in developing, managing and operating large-scale public infrastructure projects to participate, individually or as a consortium, in the Pre-qualification and Call for Expression of Interest for the Tender.

1. Basic Information

Project 1. National Stadium:
The National Stadium project site is located in Beijing Olympic Green and has a construction area of approximately 145,000 square meters. A bid winner will be selected to jointly establish a project company with a company acting on behalf of the People's Government of Beijing Municipality to share the investment. The project company will be responsible for the investment, construction, operation and transfer of the project.

Project 2. National Swimming Center:
The National Swimming Center project site is located in Beijing Olympic Green and has a construction area of approximately 50,000 square meters. The People's Government of Beijing Municipality will raise fund for the construction of the project. An operating company will be selected through this Tender process.

Project 3. Convention Center:
The Convention Center project site is located in Beijing Olympic Green and has a construction area of approximately 230,000 square meters. The owner of the project will be selected through the Tender. The project owner will be responsible for the investment, construction and operation of the project.

Project 4. National Indoor Stadium and Olympic Village:
The National Indoor Stadium and the Olympic Village project sites are located in Beijing Olympic Green. The National Indoor Stadium construction area is approximately 40,000 square meters and the Olympic Village construction area is approximately 360,000 square meters. The two projects will be tendered as one project. The project owner will be responsible for the investment, construction, and operation of the projects, and for the transfer of the National Indoor Stadium.

Project 5. Beijing Wukesong Culture and Sports Center:
The Beijing Wukesong Culture and Sports Center site is located in the western part of the urban area of Beijing. It has a construction area of approximately 200,000 square meters. A bid winner will be selected to jointly establish a project company with the current owner of the Beijing Country Equestrian Park. The project company will be responsible for the investment, construction, operation, and transfer of the project.

I : Overview

Beijing Olympic Project Contracts Open to California Firms

Beijing has won the bid to host the 2008 Summer Olympic Games and is embarked on an impressive program of construction and investment in preparation for the Games. In preparation for its 2008 Green Olympics, Beijing plans to spend a total of US $34 billion on the Olympic Games, including $22 billion for modernizing the Chinese Capital. Beijing Mayor Liu Qi said that in order to stage the best ever Olympic Games in history in 2008, Beijing would build the most advanced venues and facilities in the world.The program is one of the most ambitious and impressive infrastructure undertakings ever, and will include extensive Olympic-related sports venues and facilities, major enhancements to transportation and telecommunications networks, and installation of environmental protection systems.

Beijing's commitment to host the "best-ever" Olympic Games will require expert input from all over the world and presents tremendous opportunities for California firms. Construction and renovation of all new Olympic venues will be open for public bidding worldwide and Beijing Mayor Liu Qi has stressed the importance of enrolling the talents and know-how of foreign businesses in the city??s Olympic preparations. Bid Committee experts have already traveled to Australia, North America, Europe and Malaysia to take advantage of foreign experience in management of the entire process, from design and construction to operation and management of sports venues and surrounding facilities.

California firms are well positioned to secure contracts for the many Beijing 2008 Olympic Games projects through an open bidding system. Municipal authorities and relevant central government departments are making preliminary preparations for the invitation of bids from around the world. Beijing 2008 Olympic Games Bid Committee Deputy Secretary General Ping Yongquan emphasized that Beijing will invite global bids for the design, construction and management of most of the Olympic venues and the Olympic Village to ensure that ??they are up to top standards in every respect.?? He added that Beijing is considering several options for utilizing international resources to build and operate the sports venues, including joint ventures, technological co-operation and the transfer of management rights.

Beijing has planned 32 venues for the 2008 Olympics. Among them, 13 currently exist, but will be renovated. An additional 19 structures will be built.

III : Industry Sectors

1) Environment

The Olympic Organizing Committee has announced its decision to develop Beijing into a "green city" to mark the Beijing 2008 Games as the ??Green Olympics??. Beijing will invest a total of 12.2 billion U.S. dollars to protect the ecological environment from the period of 1998-2007. The following indicate 3 focused sectors in the environmental protection plan:

a. Water -- Beijing will improve the quality of drinking water to meet WHO standards. By 2008, Beijing will be able to treat an estimated 2.8 million tons of sewage daily. By 2007, 14 additional wastewater treatment plants will be built to increase the treating capacity to 90% of the city??s total production. 50% of the treated wastewater will be reused. Water-saving equipment will be widely introduced in the Olympic Village and all competition venues. Beijing will also require rainwater collection and recycling facilities and will consider using eco-toilets that require little or no water for flushing.

b. Air -- Beijing will upgrade its air quality to meet WHO standards. Stricter exhaust gas emission standards for motor vehicles will be enforced in 2007 to reduce exhaust gas emission by 60%. According to the Beijing Olympics official site, by 2007, 90% of the buses and 70% of the taxis will use clean natural gas. Beijing will consume five times as much natural gas as in 2000. No fuel coal will be used except in a few large boilers in power plants. Beijing will restructure its key industries and 200 industrial enterprises in the downtown area will shift their production facilities to outlying locations to reduce the city's air pollution.

c. Garbage -- Beijing will use high technology to sort, dispose and recycle garbage. The regenerated refuse will be reused as building materials. Beijing currently has 80% of its urban garbage safely disposed of. . By 2007, the amount will increase to 100%. At the same time, 50% of the domestic waste will be sorted before being collected and 30% will be recycled.

d. Ecological Environment ?V According to the Beijing Olympics Organizing Committee, trees will be newly planted to cover 70% of Beijing??s mountainous areas by 2007. It will also develop more than 23,000 hectares of green belts along the major rivers and roads and 12,000 hectares of forest strips to separate the city from the surrounding countryside.

2) Information Technology / Telecommunications

Beijing will apply the newest technology to ensure that the Olympic Games will be the most innovative ??High-Tech Olympics?? and ??Digital Olympics??. In order to achieve this goal, Beijing will invest about 3 billion US dollars to upgrade its telecommunications infrastructure facilities and will promote online government services, e-commerce and user-friendly online information centers.

Beijing will use broadband networks, fiber-optic networks, and digital cable TV networks to ensure high-definition TV transmissions from all Olympic venues. Beijing will also build high efficient call centers to handle high volumes of incoming calls.

By the end of 2008, all the taxis in Beijing will be equipped with advanced wireless telecommunication systems and Global Positioning Systems (GPS).

Intelligent transport systems will be used to improve safety transport services. In addition, a high-tech Transportation Supervision and Coordination Center will play a major role in controlling Beijing's traffic, as will other systems including computers, and a traffic monitoring and guiding accident-reporting system.

3) Transportation

By 2007, a fairly sophisticated city transportation network will be built. Beijing plans to build the following transportation infrastructure by 2008. Meanwhile, GPS and surveillance systems will also be installed on all Olympic and public transport routes.

d. 5 new subway lines with 114 km in length (Olympic Subway)

e. open new bus routes and new bus stations and taxi stations and related facilities
Rainway 18.93 km Bawanfen-Tongzhou light railway is scheduled to be completed by 2003.

2) Construction

Beijing will need 37 competition venues to stage various olympic events. Of these, 10 are existing venues requiring fewer modifications and 5 require some renovation. The remaining 22 will be newly built facilities.

IV :Bidding Procedures

The Beijing Olympic Games Organizing Committee (BOGOC) has announced that general bidding procedures for Olympic projects will be released through television, newspapers and the internet in June, 2002. Official information on bidding projects, release of bidding documents and bidding procedures will be posted at a later date. The official website for information on bidding projects is www.beijing-olympic.org.cn or www.bjghw.gov.cn.

The finalized procedures for Olympic bidding will conform to all existing Chinese legal requirements for bidding on projects with which the government is involved. The Beijing Planning Commission is the government entity responsible for supervising bidding on government-sponsored projects in Beijing Municipality. The following chart provides a general description of the Planning Commission's bidding procedures:

International Design Competition
April 2nd marked the opening of the international design competition for two Olympics projects. The first is for the design of the Beijing Olympic Green, the second, is for the Wukesong Sports and Cultural Center. The competition process is being managed by Beijing Municipal Planning Commission.


Beijing Olympic Green Design
The Beijing Olympic Green will be the centerpiece of the 2008 Olympics. The Olympic Green will encompass 1,135 hectares including 2.16 million square meters of construction area. Olympic Green plans call for an 80,000 seat national stadium, an 18,000-seat national sports center, a 15,000 seat national swimming center, and 400,000 square meters of commercial space.

The awards for the winning designs for the Beijing Olympic Green project will be US $250,000, for the first prizewinner, US$150,000 each for the two second prize winners, and US $60,000 each for the five honorable mention winners. The scope of work for the Beijing Olympic Green

Design includes:

* The above planning content should be formulated in two phases; for the 2008 Olympic Games and the long-term development.

Wukesong Sports and Cultural Center Design
The Wukesong Sports and Cultural Center will cover 50 hectares and be comprised of 11 hectares of green space, 10 hectares of park, and 29 hectares of building land with 200,000 square meters of space including an 18,000 seat basketball stadium, a 25,000 seat temporary hockey stadium and an 8,500 seat temporary softball stadium.
The award for the first prize design for the Wukesong project will be US $80,000, the second prize winner will receive US$50,000, and the three honorable mention winners will each receive US$30,000. The scope of work for the Wukesong Sports and Cultural Center design project includes:

* site planning,
* landscape planning and design,
* transport and traffic planning,
* utility conceptual planning,
* conceptual architectural design for the Basketball hall, etc.

Bidding Process and Competition Guidelines
Except where otherwise noted, the Beijing Green Park and Wukesong Sports and Cultural Center projects will follow identical bidding processes and schedules.
Subsequent Participation in Project Implementation
Winners for both projects may also be invited to participate in the project's implementation

Qualifications for Entry
Any qualified and lawfully registered design firm may compete.

Step One: Registration and Obtaining Competition Documents

Registration:
To participate in the international design competition, businesses must first register with the Beijing Municipal Planning Commission. Registration opened on April 2, 2002 and will close on April 15, 2002. Registration forms are available free of charge from the Beijing Municipal Government Planning Commission and can be downloaded from www.bjghw.gov.cn. The completed registration forms should be completed in duplicate and submitted with documentation proof of the participant??s design firm registration to the Beijing organizers. Registration forms must reach the Beijing organizers in person or by post by 5:00pm on April 15th. Participants will receive acknowledgment of receipt from the organizers upon submission of the registration form.

Obtaining Competition Documents
Competition Document can be purchased from the organizer beginning on April 2, 2002. All prospective Competitors must purchase the competition documents to formally register as competitors.
The price for the "Document of International Competition for Conceptual Planning and Design of Beijing Olympic Green" is: USD $400 or RMB 3,300 per set.
An extra RMB 100 (Mainland China) or USD 50 (other countries and regions) should be paid for express mail service.
The price for the "Document of International Competition for Conceptual Planning and Design of Beijing Wukesong Cultural and Sports Center" is: USD $200 or RMB 1,650 per set.
Payment for the documents is non-refundable. Further details for the purchase of both sets of the Competition Documents are available on line at www.bjghw.gov.cn, or at www.beijing-olympic.org.cn. Step Two: Attending the Field Survey
An optional Field Survey is tentatively scheduled for the Wukesong site on April 19th, 2002. Participants wishing to join the Field Survey should notify the organizers before April 15th.2002. Participants may send a maximum of two representatives to the field survey.

Step Three: Enquiries and Response to Enquiries
All forms of enquiries to the organizers must be submitted by post, fax or e-mail by May 15, 2002. Enquiries may be made either in Chinese or English. Responses will be made in the language of the enquiry. Enquiries and responses will also be uploaded to the Municipal Planning Commission website at www.bjghw.gov.cn before 17:00 on May 20, 2002.

Step Four: Confirmation of Competition Participation
All competitors must deliver stamped or signed confirmation documents to theorganizer in written form by mail or fax. The confirmation documents must reach the organizer before 17:00 on May 21, 2002.

Step Five: Submission of Proposals
All competitors should deliver proposals to Beijing via special messenger. The organizer will advise competitors of the address for submissions before June 15th, 2002. Proposals must be accompanied by the acknowledgement of receipt. The time for collecting submission will be on July 1st and 2nd, 2002 from 09:00 to 17:00.

Step Six: Assessment of Proposals

Jury Composition

A 13 member jury will assess the proposals. The jury will include:
2 persons from BOCOG;
1 member from the IOC;
1 international epert on the organization and operation of the Olympic Games;
1 city planning consultant from Beijing Municipality;
1 city planning consultant from Local Government;
7 well-known interatnational and domestic planners, architects or experts on transportation.
All jury members shall not have any conflict of interest with the competitors.

Technical Panel
The Organizer will also set up a Technical Panel composed of specialists to provide technical support to the assessment. The Technical Panel will not take part in the return of the verdict of the competition.

Preliminary Assessment
The technical panel will make the preliminary assessment of all submitted proposals.

Final Assessment
The Jury will decide the assessment process and award the prizes.

Assessment Criteria
The Beijing Municipal Planning Commission has outlined the following assessment criteria:

  • All competition proposals shall meet all the requirements listed in the competition document.
  • The proposal shall not only meet the needs for the Olympics, but also for the long term development of the city.
  • The proposal shall incarnate the function orientation of city public center.
  • The proposal shall meet the requirements of environmental protection, ecology and virescience. The proposal shall be in favor of sustainable development.
  • The function layout shall be reasonable. The proposal shall be easy for the construction by stages and leave enough room for future developments.
  • The transport and traffic planning shall be reasonable and can suffice the needs of the Olympics time and for daily time.
  • The proposal shall be economical and have maneuverability.
  • All the technical indicators shall be accurate.
  • Advice shall be justifiable.

The Beijing Olympic Games Organizing Committee (BOGOC) was established on December 13, 2001. A Supervisory Committee has been established to oversee standards and ensure transparency and fairness during the preparatory period for the Beijing Games. An Independent Audit Body will also be established to audit BOGOC 's management of financial operations and the tendering process. Mayor Liu Qi and Deputy-Mayor Liu Jingmin emphasize that BOGOC will strictly enforce governmental regulations on the management of infrastructure construction, standardization of the bidding process and improvement of the monitoring system. This may include the inspection of contracts by foreign experts to ensure compliance with regulations.
